As many as seem comfortable.
Females smell a lot less than males, so you have to clean less. Of course sprays and Ammo Litter is available for the smell of males.

From everything I read keeping a group of males can be very difficult if not impossible, so if you are new to mice you should look into owning just a pair of females before getting into large quantities of any animal.

Depends on the group. These of mine are all males who are brothers from the same litter, and occasionally even they have problems--why I have a number of solo male mice living alone. But I have a few tanks of brothers who are calm together. But smelly!
NEVER would I match up strange males!

I had some female mice once and they always fought over the wheel, so I just got a two wheels. They were so cute one was orange and white and one was black and white. They were my little bugger And once when I was walking past the mice in the pet store I almost vomited by the smell of the male mice.

There is a rescue story posted about Lil Bit, the mouse. it is easily found with a search. The woman who rescued him had to give him up (to me) as she could not stand the smell of ONE male mouse! I can, and more. But, again, pet stores have sprays and stuff for the litter for that; they also have something you put in the drinking water that neutralizes the smell. So that is three separate things a person could do to cut way down on the smell, besides cleaning the tank more often.

20 gallons is about 80 liters, right? I always keep in mind that 1 mouse needs a cage about: 30 cm(long) X 25 cm(wide) X 20 cm(high). But hey, you should find out for your own. I would never keep more than 4 in a 20 gallon tank, I like them to have a lot of space to run around because they can't really climb in a tank(toys don't count for me). My last 2, Arabella & Sultana, stayed in a 20 gallon tank together By the way, I never had trouble with smelly man! :S My first group were all man(Mr. Jingles,Raichu & Crumble),they never fought and they didn't smell bad.
